What is Tawheed al-Haakimiyyah?

بسم الله والحمد لله والصلاة والسلام على رسول الله وبعد

Tawheed Al-Haakimiyyah is part of Islaam, والحمد الله (wal-hamdulillaah). Only Allaah تعالى has the right to create laws and legislate it, and only His laws are to be followed, ولا إله إلا هو (wa laa ilaaha illa huwa).

There is also Tawheed as-Salaat, Tawheed al-Siyaam, Tawheed al-Zakaat, Tawheed al-Hajj, Tawheed al-Dhikr, and Tawheed al-Du`aa and so on; all of which (including Tawheed Al-Haakimiyyah) fall under the much broader category of Tawheed al-Uloohiyyah (Tawheed of Worship): لا إله إلا الله (Laa ilaaha illallaah): none has the right to be worshipped except Allaah.


The problem arises when none of those other fundamental aspects of Allaah's Tawheed are mentioned, only that of Al-Haakimiyyah.

Why is this? Most likely, those who have politics and government at the forefront of their agenda, most of whom are likely lax in their following of the Sunnah, emphasize (wrongly) Tawheed Al-Haakimiyyah in this way because they want to make Takfeer of the various rulers.

In short: Tawheed Al-Haakimiyyah is part of Islam, but to single it out as a forth category of Tawheed is to misunderstand Tawheed and thus Islam.

The people who want to spread Tawheed al-Haakimiyyah as the “fourth” category use the following ayah as their daleel:

  إِنِ الْحُكْمُ إِلاَّ لِلّهِ  

{Verily! The decision rests only with Allaah} [Surah Yusuf (12): 67]

The reply to this was already answered by Ibn `Abbaas رضي الله عنهما centuries back, when he spoke to the khawaarij – as recorded by al-Haakim in his Mustadrak #2656 and it is Saheeh according to the conditions of Imaam Muslim:

Ibn `Abbaas رضي الله عنهما said: As for your statement: ‘A man has arbitrated in the matter of Allaah’, I will read to you what has given the power of arbitration to men concerning a killed rabbit and the likes of that which is hunted which price is worth a quarter of a dirham. Allaah says:

 يَا أَيُّهَا الَّذِينَ آمَنُواْ لاَ تَقْتُلُواْ الصَّيْدَ وَأَنتُمْ حُرُمٌ 
إلى قوله: يَحْكُمُ بِهِ ذَوَا عَدْلٍ مِّنكُمْ

{O you who believe! Kill not game while you are in a state of Ihram (for Hajj or 'Umrah), and whosoever of you kills it intentionally, the penalty is an offering, brought to the Ka'bah, of an eatable animal (i.e. sheep, goat, cow, etc.) equivalent to the one he killed, as adjudged by two just men among you;} [Surah al-Maidah (5): 95]

I ask you by Allaah, is the arbitration of men concerning a rabbit and it’s like of hunted animals better than their arbitration regarding bloodshed and reconciliation between themselves? And you are aware that if Allaah wished he would have decided the matters himself and not left it to men. And concerning a woman and her husband Allaah says:

وَإِنْ خِفْتُمْ شِقَاقَ بَيْنِهِمَا فَابْعَثُواْ حَكَماً مِّنْ أَهْلِهِ وَحَكَماً مِّنْ أَهْلِهَا إِن يُرِيدَا إِصْلاَحاً يُوَفِّقِ اللّهُ بَيْنَهُمَا

{If you fear separation between them, appoint an arbitrator from his family and from her family; if they both wish for peace, Allaah will cause their reconciliation}  [Surah al-Nis’aa (4): 35]

فجعل الله حكم الرِّجال سنة مأمونة، أخَرَجتُ من هذه؟

So Allaah has made the judgment of men a reliable Sunnah. Have I convinced you on this?” They replied: نعم! “Yes” – end of quote.

Question to Sheikh Ibn Baaz رحمه الله:
Q: Dear Eminent Father, nowadays, there are some people who say that Oneness of Allaah is of four types. They claim that the fourth type is called Tawheed-ul-Haakimiyyah (i.e. Oneness of Judgment). Is this true?

A: Oneness of Allaah is not classified into four types, but rather it consists of only three types as is confirmed by scholars. The Tawheed-ul-Haakimiyyah is included within Tawheed-ul-`Ubudiyyah (the Oneness of Worship). Therefore, judging according to what Allaah has legislated, offering prayer, fasting, alms giving and pilgrimage are all included within Tawhid-ul-`Ubudiyyah.

So, the final question goes to these people: “If you believe in only 4 categories of Tawheed, does that mean that you do not believe in Tawheed as-Salaah and Tawheed al-Siyaam and so on?”

But if you say that Tawheed as-Salaah and Tawheed al-Siyaam are covered under the category of Tawheed al-Uloohiyyah, then we also say that Tawheed al-Haakimiyyah also falls under the category of Tawheed al-Uloohiyyah.

Note of clarification: Tawheed al-Uloohiyyah and Tawheed al-Uboodiyah are synonymous terms, and it mean Unity of Worship - that no one other than Allaah has the right to be worshiped.
