Shaikh Ibn Baaz رحمه الله said:
When the Messengers are sent to the people (who are
mature in age and not insane) and they address them in their language, but they
(the people) reject (them), then the Hujjah (argument) has been established
against them because of the saying of Allaah تعالى:
{وَمَا كَانَ اللَّـهُ لِيُضِلَّ قَوْمًا بَعْدَ إِذْ هَدَاهُمْ حَتَّىٰ
يُبَيِّنَ لَهُم مَّا يَتَّقُونَ}
{And Allaah will never lead a people astray after He has guided them
until He makes clear to them as to what they should avoid.}
[Surah al-Tawbah (9): 115]
The important thing is the proclamation (of the message) even
if it is not manifest (enough) for them. Allaah تعالى
said: يُبَيِّنَ (makes clear for them) and He تعالى did not say يتبين (make it distinct
for them) even if they say: “We did not understand it.”

The conditions here are being fulfilled:
1. They are mature who understand what is being said and
not adolescent.
2. They are not insane so that they do not know what’s
going on.
3. The message is in their language.
